How often should a sump pump be replaced?

Most pumps last around 7 to 10 years depending on cycles. Any pump that is the only thing between your basement and a flood should have a battery backup.

Can I finish a basement that has had water?

Yes, once the water is controlled. Use inorganic, waterproof materials — vapor-barrier wall panels and waterproof flooring — so future moisture cannot ruin the finish.
